Managing Director

Stephen Smith is a Managing Director with Teneo Risk and oversees information security, cyber defense, insider threat, and critical infrastructure projects.

Prior to joining Teneo, he was the Insider Threat Program Coordinator in the Bureau of Diplomatic Security at the U.S. State Department, where he was responsible for coordinating a multidisciplinary team of security professionals in designing, developing and implementing the Department’s Insider Threat Program. He also chaired the Interagency Security Committee Insider Threat Working Group, leading an effort to broaden the definition of insider threat to encompass workplace violence and active shooter in order to better protect USG facilities.

Steve was formerly Director of Security for NATO from 2010 – 2014, where he developed and implemented the NATO security policy and governance procedures, along with operational programs for the headquarters, agencies and military commands across the world. He dealt with all aspects of protective security, counterintelligence, intelligence assessment and counterterrorism in the international fora and chaired the NATO Security Committee, consisting the National Security Authorities for the 28- nation alliance, and was a member of the Civilian Intelligence Committee. He was responsible for negotiating and implementing Security Agreements with non-NATO nations and international organizations participating in any cooperative activity approved by the NAC.

Steve enjoyed a long and distinguished history with the Diplomatic Security Service over several decades where he achieved the rank of Senior Foreign Service. He has extensive security management and investigative experience in some of the U.S.’s most important and challenging foreign policy and national security diplomatic outposts, to include Lima, Peru, Istanbul and Ankara, Turkey, Bogota, Colombia, Bonn, Germany, Cairo, Egypt and Islamabad, Pakistan.

He served as a senior advisor to ambassadors on security-related issues and was responsible for enforcing U.S. law pertaining to passport and visa fraud. He also conducted protective intelligence investigations into threats made against the Secretary of State, other senior U.S. government officials, employees and facilities, both domestic and abroad. He managed a broad array of security programs to include physical and technical countermeasures, guard force management and vetting, cyber security and employee awareness and counterterrorist and counterintelligence programs.

Steve speaks Spanish, Turkish, German and French, and is a Green Belt in Lean Six Sigma. He has spoken extensively about mitigating threats and risk at numerous NATO and military conferences and other industry-related venues.

He has a B.S. in Criminal Justice with a minor in computer sciences from Westfield State University in Massachusetts.
